Looi Teck Kheong is a globally recognised expert in AI governance and dispute resolution,
with over 35 years of experience at the intersection of law, technology, and public policy. A
former Assistant Director at the ASEAN Secretariat, he played a pivotal role in advancing
regional frameworks on competition law, consumer protection, and cross-border online
dispute resolution, contributing significantly to the development of ASEAN’s digital
economy architecture.
He currently serves as a Global AI Ambassador with the Global Council for Responsible AI,
where he advises governments, multilateral institutions, and corporations on responsible AI
deployment, algorithmic accountability, and regulatory compliance across ASEAN, China,
and the European Union. His work uniquely integrates emerging AI risks with practical
dispute resolution solutions, including AI-assisted adjudication and digital arbitration
systems.
A seasoned General Counsel and strategic policy advisor, he offers a distinctive perspective
on the transformation of litigation, arbitration, and access to justice in the age of artificial
intelligence. He is the author of Cybersecurity – Guardians of the Digital Frontier, a frequent
international speaker, and an Advocate & Solicitor of the Supreme Court of Singapore, with
extensive experience in both private practice and in-house counsel roles. He is available for
appointments as an Arbitrator, Mediator, and Global Counsel for complex international
disputes and alternative dispute resolution matters.
