Texas Resident Admits Guilt in $1.5 Million Multi-State Deed Fraud and Money Laundering Conspiracy

BOSTON — A Texas man, Moshe Levi, 61, of Carrollton, has entered a guilty plea in federal court in Boston for his involvement in a complex deed fraud and money laundering scheme that generated more than $1.5 million in illicit property sales.

Levi pleaded guilty to conspiracy to commit wire fraud and conspiracy to commit money laundering. U.S. District Court Judge Myong J. Joun set Levi’s sentencing hearing for February 11, 2027. Levi was initially charged in July 2026 along with two co-defendants.

Court documents reveal that Levi and his co-conspirators targeted vacant, unencumbered real estate owned by out-of-state individuals in Massachusetts, Georgia, Indiana, and Tennessee. They executed the scheme by impersonating the legitimate property owners.

To facilitate the fraud, Levi and his associates created email and internet telephony accounts and procured counterfeit identifications, including driver’s licenses and passports, all bearing the names of the actual property owners. Using these fabricated identities, they deceived real estate professionals into listing and negotiating sales of the properties.

The conspirators then transferred deeds to unsuspecting buyers in exchange for payment, effectively selling properties without the owners’ knowledge or consent.

In addition to the fraudulent sales, Levi and his co-conspirators engaged in financial transactions designed to conceal the origins and ownership of the proceeds. These transactions included checks and wire transfers routed through individual and corporate bank accounts under their control.

According to filings, since approximately June 2023, Levi and others involved in the conspiracy shared or attempted to share illegal proceeds totaling around $1 million.

The wire fraud conspiracy charge carries a maximum penalty of 20 years imprisonment, three years of supervised release, and a fine of up to $250,000 or twice the gross gain or loss from the offense, whichever is greater. The money laundering conspiracy charge also carries a maximum sentence of 20 years imprisonment, three years supervised release, and a fine of up to $500,000 or twice the value of the financial transactions involved.

Sentencing will be determined by the federal district court judge in accordance with the U.S. Sentencing Guidelines and applicable statutes.

United States Attorney Leah B. Foley and Ted E. Docks, Special Agent in Charge of the FBI’s Boston Field Office, announced the plea. Assistant U.S. Attorney Seth B. Kosto, Chief of the Securities, Financial & Cyber Fraud Unit, is prosecuting the case.
